A ABIC – Associação de Bolseiros de Investigação Científica – tem re­ce­bi­do di­ver­sas quei­xas de bol­sei­ros em re­la­ção ao fun­ci­o­na­men­to do Serviço de Formação de Recursos Humanos da Fundação pa­ra a Ciência e a Tecnologia (SFRH-FCT), no­me­a­da­men­te no que diz res­pei­to à di­fi­cul­da­de em con­tac­tar es­tes ser­vi­ços pa­ra ob­ten­ção de es­cla­re­ci­men­tos di­ver­sos e a atra­sos con­si­de­rá­veis no pro­ces­so bu­ro­crá­ti­co as­so­ci­a­do ao iní­cio de bol­sas con­ce­di­das pe­la FCT, com con­se­quen­tes atra­sos no iní­cio do pa­ga­men­to das mesmas.

Depois de ter abor­da­do es­te as­sun­to com o MCTES e o pre­si­den­te da FCT, a ABIC to­mou a ini­ci­a­ti­va de re­a­li­zar um inqué­ri­to on­li­ne aos bol­sei­ros, com o in­tui­to de re­co­lher da­dos con­cre­tos so­bre a mag­ni­tu­de e a ori­gem dos pro­ble­mas apon­ta­dos. Esta in­for­ma­ção cons­ti­tui um ele­men­to-cha­ve que nos aju­da­rá a in­ter­vir de for­ma mais fun­da­men­ta­da re­la­ti­va­men­te a es­ta situação. 

Para que os re­sul­ta­dos des­te inqué­ri­to se­jam re­pre­sen­ta­ti­vos da re­a­li­da­de, ne­ces­si­ta­mos da par­ti­ci­pa­ção de um ele­va­do nú­me­ro de bol­sei­ros, pe­lo que ape­la­mos a que co­la­bo­res nes­te pro­ces­so pre­en­chen­do o ques­ti­o­ná­rio e re­en­vi­an­do es­te e-mail a ou­tros bol­sei­ros que conheças.

The Portuguese sci­en­ti­fic grant-hol­ders as­so­ci­a­ti­on (ABIC) has re­cei­ved nu­me­rous com­plaints from grant-hol­ders about the func­ti­o­ning of the de­part­ment of hu­man re­sour­ces of FCT (SFRH-FCT), na­mely re­la­ted to dif­fi­cul­ti­es ex­pe­ri­en­ced in con­tac­ting the­se ser­vi­ces and to de­lays in the pro­cess le­a­ding to the start of the pay­ment of the grants and fellowships. 

After ha­ving dis­cus­sed this pro­blem with the mi­nis­ter of Science and Technology and the pre­si­dent of FCT, ABIC de­ci­ded to un­der­ta­ke an on­li­ne sur­vey to be com­ple­ted by grant and fel­lowship hol­ders, whi­ch will ena­ble us to ob­tain mo­re pre­ci­se and de­tai­led in­for­ma­ti­on on the mag­ni­tu­de and ori­gin of this si­tu­a­ti­on. This in­for­ma­ti­on is a key ele­ment to sup­port our par­ti­ci­pa­ti­on in further dis­cus­si­ons ai­ming at the so­lu­ti­on of this problem. 

For the re­sults of this sur­vey to be re­pre­sen­ta­ti­ve, we ne­ed a lar­ge num­ber of res­pon­ses from grant-hol­ders. Therefore, we ask you to col­la­bo­ra­te in this pro­cess by fil­ling the ques­ti­on­nai­re and forwar­ding this e-mail to other colleagues.
